It is not a name it is a descriptive designation meaning shinning one or light bearer and it appears to have a sarcastic connotation. After all remember that Nebuchadnezzar dynasty was symbolized by the head of gold. Isaiah 14:16 "Is this the man that was agitating the earth, that was making kingdoms rock" So isn't 14:12 talking about Nebuchadnezzar or Babylon itself? After all if you read the context it's talking about how God used Babylon to punish Israel and that he would now be using the Medes and the Persians to punish Babylon for it's pride.
